No. The song remains the property of the song owner and they control all rights, including the right to transcribe the music. We recommend you contact the song owner and request a published version of the song or if no published version is available, obtain their permission to transcribe the song. Neither the Church Copyright Licence nor Photocopy Licence permit you to do this.
